The Hammond City Council is expected to hold a public hearing tonight on a proposed scavenging ban. There's an ordinance being considered that would stop the practice of issuing licenses allowing people to collect scrap material in alleyways and streets, following concern over scavengers going on private property, and scrappers leaving debris behind. Those already licensed would be allow to continue til the end of the year, reports say.
